Remarkable achievements in manufacturing sector
"I would like to sum up our achievements in five sentences:we continue to lead the way in
terms of growth rate, achieve solid innovation,significantly improve the structure,
accelerate the growth of enterprises and raise the level of opening-up." Wang Zhijun said.
First,China's comprehensive strength has been further improved.From 2016 to 2019,the total industrial
added value of China increased from 24.54 trillion yuan to 31.71 trillion yuan,with an average annual
growth rate of 5.9 percent,much higher thanthe 2.9 percent average annual growth rate of world industry
in the same period. In 2019,the vale added of China’s manufacturing industry accounted for 28.1% of the
global total, 1.8 percentage points higher than that in 2015, maintaining its position as the world's largest
manufacturing country for10 consecutive years. At present,China is the only country in the world that has
all 41 industrial categories, 207 medium industrial categories and 666 industrial subcategories in the United
Nations industrial classification.In the first nine months of this year, the value added of industrial
enterprises above designated size grew by 1.2% year-on-yearincluding 5.8% in the third quarter,
showing a rebound quarter by quarter.
Second,innovation capability has improved significantly.In 2019,the R&D intensity of industrial
enterprises above designated size reached 1.32 percent,0.42 percentage points higherthan that in 2015.
A manufacturing innovation network has initially taken shape,with 17 national manufacturing innovation
centers as the core and more than 100 provincial-level manufacturing innovation centers as supplements.
In 2020,China ranked 14th in the World Intellectual Property Organization's Global Innovation Index, up
15 places from 2015.
Third, the industrial structure continued to improve.The steel industry achieved the target of reducing
production capacity by 150 million tons in the 13th Five-Year Plan period two years ahead of schedule.
Demonstration applications of intelligent manufacturing have been accelerated.By June 2020,the
penetration rate of digitalR&D and design tools for enterprises in key areas of manufacturing and the
numerical control rate of key processes were 71.5% and 51.1%respectively,up 14.8 and 3.8 percentage
points from 2015.The added value of high-tech manufacturing and equipment manufacturing accounted
for 14.4 percent and 32.5 percent of the planned industrial added value,2.6 and 0.7 percentage points
higher than in 2015, respectively, becoming the main force driving the development of the manufacturing
industry.
Fourth, the growth of high-quality enterprises accelerated,and the global competitiveness of
leading enterprises continued to increase.A number of leading enterprises with strong innovation ability
and international competitiveness emerged in the fields ofinformation and communications, rail transit
and new energy vehicles. The number of Chinese manufacturing companies on the 2020 Fortune Global

500 list reached 38,ranking first in the world.Eighteen manufacturing brands are on the list of the world's
top 500 most valuable brands in 2020.Fourteen Chinese companies are on Forbes' 2019 list of the top 100
companies in the global digital economy.
Fifth, the level of opening-up continues to improve.The general manufacturing industry has been
liberalized in an orderly manner. Restrictions on the proportion of shares in automobiles, ships and aircraft
are being gradually lifted. In 2019,China's exports of industrial products covered nearly 200 countries and
regions, accounting for 71% of China'stotal exports and 21% of global demand,respectively,playing a key
role in the global industrial chain and supply chain.By the end of 2019,China had signed production
capacity cooperation agreements with more than 30 countries along the Belt and Road,and built more
than 70 overseas economic and trade cooperation zones.
Wang said that next year, the MIIT will be guided by the new development concept, take promoting
high-quality deve lopment as the theme,deepen supply-side structural reform as the main line, implement
the eight-character policy of "consolidating,strengthening,upgrading and unhindered",and unswervingly
promote the building of a strong manufacturing country and a strong cyber country."We will strengthen
independent innovation, upgrade the industrial foundation and modernize the industrial chain, create a
number of national pilot zones for high-quality development of manufacturing and advanced
manufacturing clusters,cultivate a number of high-quality enterprises with global competitiveness,
improve the quality and efficiency of industrial and information technology development and core
competitiveness, and move fastertoward the medium-high end ofthe value chain,"Wang said. We will use
higher quality industrial products and better information and communication servicesto meet the people's
needs for a better life, promote a new development pattern featuring the great domestic cycle as the main
body and dual domestic and international cycles that reinforce each other, and support a good start in
building a modern socialist country in all its aspects.
Breakthroughs will be made in major technologies and equipment
During the 13th Five-Year Plan period,China has made great achievements in major technological
equipment.
Lu Shan, director of the planning department of the Ministry of Industryand Information Technology,
recalled at the press conference that Change-moon,fat five flying sky,Tianwen departure, Beidou
network, Double dragon pole exploration,"Snow Dragon 1","Snow Dragon 2",350 km/h "Fuxing"EMU
into operation in batch,C919 large passenger aircraft materials, flat panel display glass and other new
materials achieved breakthroughs."Blue Whale No. 1" is the most advanced offshore drilling platform in
the world, which successfully mined combustible ice this year.The five-axis mirror machine tool,which is
an important machine tool equipment for symmetrical processing, has now been broken through.
According to reports,China's high-speed rail,nuclear power, satellite and a lot of medical materials,
protective materials and so on have gone out of the country,become China's"new business card", has
been recognized by the world.For example,Shanghai United Film developed the world's first panoramic
dynamic 2-meter PET/cT,has been used in the United States scientific research institutions.
In addition, a number of internationally competitive leading enterprises are emerging, such as rail transit
equipment produced by CRRC Group,including shield machines produced by China Railway Construction
and Heavy Industry,cranes by Xugong Group, port machinery by Zhenhua Heavy Industry,and UHV
powertransmission and transformation equipment byTBEA.The competitiveness of efficient and clean
power generation equipment of Harbin Electric,Dongfang Electric and shanghai Electric power groups in
the global market has been greatly improved.In addition to the rise of suppliers of these complete
machines and systems, there are a large number ofspecialized and special newand litt le giant
enterprises behind the support." Lu Shan said that t is believed that with the high-quality development of
China's manufacturing industry in the 14th Five-Year Plan,there will be more and more "new business
cards" for the benefit of the people and be recognized by the world.
The industrial Internet is developing at an accelerated pace
In recent years, the accelerated development of the industrial Internet has played an increasingly

important role in the nationaleconomy.What is the development status of the industrial Internet during
the 13th Five-Year Plan period? How to continue the next step?
Wen Ku, spokesman of the Ministry of Industryand Information Technologyand director of the
Department of Information and Communication Development,said that the industrial Internet innovation
and development project was promoted smoothly, and the high-quality external network with low delay,
high reliability and wide coverage was extended to more than 300 cities across the country, connecting
more than 180,000 industrial enterprises,and the"5G+Industrial Internet"512 project was accelerated.
Basic telecommunications companies around the country are actively docking with industrial enterprises,
and more than 800 projects are underconstruction.The identification analysis system has achieved a
breakthrough from 0 to 1.The five national top nodes in Beijing,Shanghai,Guangzhou, Wuhan and
Chongqing have been basically completed,75 secondary nodes have been put into operation,more than
70 platforms with certain industry and regional influence have been connected to more than 40 million
industrial equipment (sets),and the security guarantee capability has been great ly mproved.Convergence
applications have covered more than 30 key industries.Five new models and formats of intelligent
manufacturing, networked collaboration,personalized customization, service extension, and digital
management have been actively innovated, and remarkable results have been achieved in improving
quality,reducing cost,and increasing efficiency.The scale of the industrial Intenet industry has reached
3 trillion yuan, the multi-party coordinated industrial ecosystem has been further expanded,the Industrial
Internet industry alliance has 1,700 members,and industrial cooperation inrelated technologies,
standards,research and development,and application has beenstrengthened, increasingly supporting the
digital transformation of the manufacturing industry and the high-quality development of the real
economy.
Wen said that in the next step,the Ministry of Industry and Information Technology will focus on the
following four aspects ofwork.First, it will strengthen the construction of thethree major systems. Second,
we will deepen integration and application of innovation.Third,we need to strengthen the industrial
